297 <br /> <br /> Mr. Avner Naggar, architect for Stoneridge and Senior Vice <br />President of Taubman Company, stated that his company controlled <br />the planning and development of the Stoneridge area as a regional <br />retail development. He indicated that he supported the proposed <br />development and that it would be an asset to Stoneridge. He <br />expressed concern that the proposal to introduce traffic signals <br />on the ring road would defeat the purpose of dispersing traffic <br />and alleviating congestion, thereby jeopardizing the commercial <br />activity level of the shopping center. He then introduced Mr. <br />Neal Liddicoat of Barton-Aschman Associates to discuss the traffic <br />aspects of the Stoneridge area. <br /> <br /> Mr Neil Liddicoat stated that the ring road is essential to <br />the successful operation of the mall because of its role of <br />distributing traffic along the mall area and preventing the <br />concentration of congestion that may result from excess <br />signalization along the ring road. He expressed concern about the <br />recommendation to install five traffic signals along 2,400 feet <br />with a spacing of about 500 feet to 700 feet between them, when <br />the ideal generally acceptable and recommended space between <br />traffic signals is 1,300 feet. <br /> <br /> Mr. Robert Cordtz, 262 West Angela, indicated his support for <br />the project, and welcomed Wells Fargo as a corporate citizen. He <br />proposed, as a member of the Convention and Visitors Bureau, that <br />Wells Fargo consider a convention center instead of a hotel to <br />host conventions that come to the City. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Mercer, that <br />Resolution No. 90-112 be adopted, based on a review of an initial <br />environmental impact study done for this project and on a finding <br />that no significant environmental impact would occur as outlined <br />in the City's guidelines and on a further finding that a negative <br />declaration is appropriate in connection with AP-90-7, <br />PUD-81-22-6M, the application of Mozart Development Company and <br />Wells Fargo Bank for a major modification to an approved <br />development plan and final development plan approval for a 604,750 <br />square foot five-building, five-story office complex and ancillary <br />uses, including a helipad atop one building and a potential child <br />care center on a 27.8 acre site located easterly of Stoneridge <br />Mall Road between Fabian Court and Embarcadero Court. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br /> Mr. Brandes commented that Wells Fargo has a fine record of <br />being a responsible corporate citizen and that it will provide <br />financial stability in the community.
