293 <br /> <br /> Ms. Mohr commented that a deep sewer could have an impact on <br />soil stability and suggested that instead of eliminating the <br />condition completely, it could be noted that an appropriate <br />resolution of the problem would be made which may or may not make <br />it necessary to raise the street. <br /> <br /> Mr. Hellmann stated that that was acceptable to him. He <br />continued that Condition No. 61 would leave the authority over <br />the project with the Superintendent of Schools and requested that <br />it be deleted. <br /> <br /> Mr. Mercer explained that that condition is in effect in <br />other subdivisions on Foothill road and that the other builders <br />and subdividers have mitigated the problem with the District. <br /> <br /> Ms. Mohr noted that Condition No. 12 did not identify the <br />type of bridge that would be built. She stated that wood would <br />lend itself well to the development character in that particular <br />location and recommended that wood be identified as the bridge of <br />choice, unless the engineering staff found it impractical. <br /> <br />Mr. Hellmann stated that that was acceptable to him. <br /> <br /> Mr. Mercer asked Mr. Elliott how long a wooden bridge would <br />last and how much it would cost the City to replace it. <br /> <br /> Mr. Elliott replied that he had checked with the State of <br />Oregon and Washington, where wooden bridges are extensively used. <br />He indicated that in Oregon, which has more precipitation, and, <br />therefore, deterioration problems, the bridges have at least 20 <br />years of absolutely maintenance free problems. He added that in <br />some areas it has been observed that the metals sometimes tend to <br />rub on the wood and had to be re-finished, which is very minor. He <br />said that in many cases, it has been proven that the bridge life <br />of a wooden bridge equals that of a concrete bridge. <br /> <br /> Ms. Margaret Tracy, representing the PARC Board of Directors, <br />indicated that she was opposed to the project because it would <br />involve too much grading of knolls and filling of canyons as well <br />as split level grading of lots. She added that major heritage <br />trees would be destroyed and that the small lots are reminiscent <br />of crowded flatland subdivisions. She requested Council to deny <br />the application. <br /> <br /> Ms. Donna Miller, 11933 Dublin Canyon Road, stated that the <br />project would violate the privacy and safety of the property <br />owners in the area and would cause additional traffic problems. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Ms. Mohr inquired if the driveway problems of existing <br />property owners would be reviewed in the context of the project. <br /> <br />- 17 - <br /> <br />6-19-90 <br /> <br /> <br />
