292 <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Peter Hellmann, President of Presley of Northern <br />California, the applicant for Laurel Creek Estates, indicated that <br />he had sent Mr. Swift a letter requesting some amendments on the <br />following Conditions of Approval: (1) Condition No. 2g, replace <br />the words "pad grade" with "finished grade at building envelope"; <br />(2) Condition No. 11, City Council to identify the two lots to <br />replace Lots 99 and 100; (3) Delete Condition No. 53, raising "A" <br />Street to reduce the depth of the sanitary sewer line; and <br />(4) Delete Condition No. 61, regarding adequate school capacity <br />for the project-generated children. <br /> <br /> Mr. Brandes inquired what the comments of the Public Works <br />Department are regarding the proposed lots to replace Lots 99 and <br />100. <br /> <br /> Mr. Swift stated that the large area to the left would need a <br />pump sewer system with individual pumps which can be done but <br />which the Engineering Department would prefer not to have. He <br />added that staff feels that the two smaller area could be worked <br />out more easily. <br /> <br /> Mr. Brandes asked Mr. Elliott if any of the four lots would <br />be acceptable to the Public Works Department. <br /> <br />Mr. Elliott replied that it could be worked out. <br /> <br /> Ms. Mohr stated that with respect to the paired lots whose <br />locations are acceptable, the other side of the creek is being <br />considered for day camp use, which might present problems for the <br />two homes due to the noise the children will be making. <br /> <br /> Mr. Hellmann commented that a notice could be added to the <br />deeds or the CC&Rs informing potential buyers about the day camp. <br />He then stated that with respect to Condition No. 53, raising <br />Street "A" was intended to mitigate the need to install a deep <br />sewer in the area located immediately west of the water tank, <br />which would be a construction problem. This would, however, <br />result in a dramatic increase in the cost of building Laurel Creek <br />Bridge. He requested that he be given the flexibility to design <br />the bridge in relation to the depth of the sewer and inquired if <br />the Public Works Department would have any problems with the <br />maintenance of the deep sewer. <br /> <br /> Mr. Elliott replied that there would be no maintenance <br />problem and that the Public Works Department would work with Mr. <br />Hellman's engineers to attain the balance between the level of the <br />bridge and the depth of the sewer.
