270

Mr. Mercer stated that he was not in favor of spending
$1.3 Million to purchase a house to rip it down or $20,000 to
$50,000 to landscape someone else's property. He said that the
City has many other needs and that he did not want to spend the
taxpayers' money on this. He added that he might consider it if a
lot could be purchased at the back of the Ridge to which the house
could be moved and later sold to recapture the money.

Mr. Brandes agreed that it would not be appropriate to spend
$1.3 Million to purchase and tear down the house. He indicated,
however, that he wanted a further investigation of the possibility
of moving it.

Mr. Tarver stated that the house, whose access is on
Pleasanton's side of the Ridge, is Hayward's problem. It should
be made clear to Hayward that it is Hayward's responsibility to
provide access and screen whatever buildings Hayward allows on the
Ridge to make it aesthetically pleasing to the Valley.

Ms. Mohr commented that visibility and proper landscaping are
the key issues. She stated that Pleasanton has spent a good deal
of time on the landscape requirements of the Dave residence and
that it would be reasonable to expect Hayward to apply similar
standards.

Street Signs

Mr. Butler stated that he had received complaints about a
missing street sign at Bernal Avenue and Kottinger Drive.

Discussion on Shell Retail Center

Mr. Butler stated that he had received a call that the Shell
Retail Center being built on Santa Rita Road near 1-580 may not
conform to the approved height plan. He requested staff to look
into it.

Mr. Mercer commented that a neighbor is concerned about three
big steel bars which extend ten feet above the rest of the
shopping center and right behind his house.

Discussion on Live Broadcasts of City Council Meetings

Mr. Mercer requested staff to look into the possibility of
having live broadcasts of the City Council meetings on
Channel 30.

Mr. Tarver indicated that the City of Concord broadcasts its
City Council meetings and that benefits include the possibility of
having workshops and other informative programs produced through
that same forum.

- 16 -
6-5-90
