He suggested that some other material <br /> like stucco be used. <br /> <br /> Ms. Bengtson commented that a considerable amount of thought <br /> was given to the exterior of the building because of the <br /> maintenance issue. She stated that there would be no sprinklers <br /> against the building, which would prevent washing off the gray- <br /> green stain. The building would use sturdy, overlapping, one-inch <br /> planks with reinforced decorative piping on the corners. While <br /> wood would not hold up like a brick or masonry building, it would <br /> not invite as much vandalism as masonry would. <br /> <br /> Mr. Tarver inquired if it would be possible to send notices <br /> for Design Review Work Sessions. <br /> <br /> Mr. Swift replied that an application is taken to the Work <br /> Session less than ten days after it is filed, which is not enough <br /> time to get notices out. He added, however that the design review <br /> portion of the application is noticed. <br /> <br /> 8. MATTERS INITIATED BY COUNCILMEMBERS <br /> Item 8a <br /> Status of Casual Use Area at Eastern End of Sports Park <br /> <br /> Ms. Bengtson presented her report (SR 90:213) regarding the <br /> matter. <br /> <br /> Mr. Richard Roy, 2841 Jonas Gate Court, property owner <br /> directly behind the casual use area, asked the Councilmembers if <br /> they had the chance to review the video tape he presented at the <br /> last Council meeting. <br /> <br /> Mr. Mercer replied that he viewed it with the City Manager <br /> and the Parks and Community Services Director and that all the <br /> Councilmembers had likewise seen it. <br /> <br /> Mr. Roy stated that the two main issues are noise and <br /> privacy. He added that the only way to deal with the noise <br /> problem would be to move the casual area to another portion of the <br /> park and that more than the twelve trees proposed by staff would <br /> be needed to assure privacy. He proposed that a buffer area <br /> similar to that at Del Prado Park would discourage people from <br /> moving up against the fence or throwing balls against it. He <br /> suggested that staff do a study of the park on the first week <br /> after school if out to determine if casual area should be <br /> relocated. <br /> <br /> - 14 - <br /> 6-5-90 <br /> <br /> <br />
