What is <br /> important is that there was public participation. -- <br /> <br /> Ms. Virginia McCullough, Sunel, stated that Sunel is directly <br /> affected by what the City of Pleasanton does and that voting is <br /> more valuable than a citizens' committee for assessing the <br /> annexation of the Ridgelands. She asked the Councilmembers if <br /> their opinion would change if they were given documents indicating <br /> that at a meeting held in 1983, representatives from the City's <br /> Parks and Community Services Department and the East Bay Regional <br /> Park District (EBRPD) agreed to convey to a public agency certain <br /> land on the Ridgelands owned by a savings and loan institution for <br /> the purpose of tax evasion, until such time as that piece of <br /> property could be developed. <br /> <br /> Mr. Mercer replied that he could not answer Ms. McCullough's <br /> inquiry because the Council has not made any decision regarding <br /> the annexation of the Ridgelands and it has not seen the documents <br /> she was referring to. He suggested that Ms. McCullough present <br /> whatever documents she has to the City Attorney and the City <br /> Manager so they can prepare a report for Council's consideration. <br /> <br /> 6. PUBLIC HEARINGS <br /> Item 6a <br /> PUD-80-15-5D-1M, Application of the City of Pleasanton for a Major <br /> Modification to an Approved Planned Unit Development ("Measure X"; <br /> PUD-80-15-5D) to Clarify the Status of "Fast Food" Restaurants as -- <br /> a Prohibited Use in Pleasant Villaqe Center, a Retail Commercial <br /> Development Located at the Southeast Comer of Santa Rita Road and <br /> Pimlico Drive <br /> <br /> Mr. Swift presented his report (SR 90:158) regarding the <br /> matter. <br /> <br /> Mr. Brandes stated that he understood that only drive-in and <br /> take-out food establishments, not restaurants and soda fountains, <br /> would be deleted from the list of conditional uses. <br /> <br /> Mr. Mercer commented that he remembers that restaurants would <br /> be an allowed use. <br /> <br /> Mr. Swift explained that restaurants and soda fountains are <br /> listed separately under a permitted allowed use. What is being <br /> considered here is the category of conditional allowed uses. <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application. <br /> <br /> Mr. Steve Thomas, 1321 Mountain View Drive in Walnut Creek, <br /> property owner at Pleasant Village Center, stated that he has <br /> executed a long-term lease with Baker's Square Restaurant, whose -- <br /> owners would like to open in November.
