217 <br /> <br /> be aware of what is going on, and for the SPRC to express that it <br /> wants an actual plan for the Ridgelands that the citizens can vote <br /> on. <br /> <br /> Mr. Mercer stated that to have the Initiative on the November <br /> ballot, the citizens will have to convene, consider the issues, <br /> and do the necessary environmental studies by August. He pointed <br /> out that more time is needed for this kind of study and that there <br /> is no rush to accomplish this immediately. She asked Ms. <br /> Spraggins if she would stop the Initiative process if Council <br /> stops the annexation process. <br /> <br /> Ms. Spraggins replied that she could not answer that at this <br /> time. <br /> <br /> Mr. Brandes stated that newspaper comments have given the <br />impression that SPRC is trying to save the community and the <br />Valley from some terrible things that the City Council is doing <br />and that SPRC is putting the Initiative on the ballot because the <br />Council is doing something SPRC does not agree with. He pointed <br />out that Council has not made any decisions regarding the <br />Ridgelands. <br /> <br /> Ms. Spraggins said that some things have been said which have <br />given people a real concern that things on the Ridgelands will go <br />wrong. <br /> <br /> Mr. Mercer commented that what people think may or may not <br />happen. He reiterated that he would like the citizens to study <br />the issues until they are satisfied, bring their recommendations <br />back to Council, and have Council act on these recommendations. <br /> <br /> Ms. Spraggins stated that since the Initiative says that the <br />General Plan amendment will remain in effect until such time as <br />the landowners come up with a plan, the Initiative could be voted <br />on now, and when the landowners, the Council or the citizens' <br />committee comes out with its plan, it could then be voted on by <br />the community. <br /> <br /> Ms. Mohr commented that the Council has great confidence in <br />the citizens' committee process because Council has had the <br />opportunity to go through the process many times in the past. She <br />told Ms. Spraggins that as the matter develops, she hopes Ms. <br />Spraggins will discover that the citizens' committee is a very <br />positive and constructive way of addressing these kinds of issues, <br />and consequently, have more confidence in the process. <br /> <br /> Mr. Mercer stated that another item on the Agenda, the Golf <br />Course Committee Report, was put together by a citizens' <br />committee. The committee worked the past year to locate a golf <br />course, consider its design and financing, and then came back with <br />its recommendations. He added that there are a lot of problems <br />with what the committee wants to do and that if the Council <br /> <br /> - 5 - <br /> 5-1-90 <br /> <br /> <br />
