Mohr stated that before the process can be started, staff <br /> should make sure that the property owners are willing to begin the <br /> Specific Plan process and pay for the cost involved to do that <br /> <br /> Mr. Mercer stated that the Committee and staff could be <br /> d~rected to study the Keepman site as the first priority instead <br /> of having them look at all the alternative pieces of property, as <br /> suggested by Mr. Butler. <br /> <br /> Mr. Butler commented that he understood that completely but <br /> that he was not sure if staff agreed with the site selection. <br /> <br /> Ms. Acosta stated that staff has outlined its concerns about <br /> the location in the Staff Report, some of which need serious <br /> consideration. <br /> <br /> Mr. Mercer agreed that some of staff's concerns are serious. <br /> He added that while the City needs to make sure that it is a first <br /> class championship golf course, it also has to ensure that the <br /> City will not go bankrupt because of it. <br /> <br /> Mr. Brandes concurred with Mr. Mercer. He suggested that the <br /> study could be expedited if one or two Council representatives <br /> participated in the discussions. <br /> <br /> Mr. Mercer replied that he would prefer the Committee and <br /> staff to work on their own because this would be more of a data <br /> gathering work session. They could then bring back a report to <br /> Council on the most expeditious, cost-effective and conservative <br /> approach of bringing about a championship golf course on the <br /> Keepman site, following all the normal City rules. <br /> <br /> Mr. Brandes agreed. He commented that if, at some point of <br /> their study, the Committee and the staff felt that major decisions <br /> needed to be made before they can move on, they should feel free <br /> to come to Council for those decisions. <br /> <br /> Mr. Moore commented that most of the issues the Committee and <br /> staff will bring up are development related. He inquired if he <br /> should be included in that group. <br /> <br /> Mr. Mercer said yes. He pointed out that Mr. Moore formed an <br /> integral part of the study group because if he does not give the <br /> property, the City cannot built the golf course there. He added <br /> that the City would also like to look at how many houses he <br /> intends to build on the site, the on-site and off-site <br /> improvements and traffic mitigation. <br /> <br /> This concluded the discussion on the proposed golf course. <br /> <br /> - 14 - <br /> 5-1-90 <br /> <br /> <br />
