225 <br /> <br /> Mr. Butler indicated that there is a need to prioritize the <br />issues at hand. He said that since there is a possibility that <br />o~her competing proposals may come along at this time and staff <br />has raised some concerns regarding the site, the Committee and <br />staff should sit down and address these issues before discussing <br />financing. <br /> <br /> Ms. Mohr commented that the land is beautiful and that the <br />Staff Report has pointed out how the golf course could be made <br />possible. She recommended that staff start the review and <br />analysis process to figure out how the problems could be <br />overcome. <br /> <br /> Mr. Brandes stated that he agreed with the proposal if it is <br />to study this particular site. <br /> <br /> Ms. Mohr indicated that she had some questions about the <br />site and added that while she was interested in finding out if <br />there were a way of constructing the golf course without tearing <br />the land too much, she agreed that details need not be addressed <br />until the method of arriving at the planning stage is determined. <br /> <br /> Mr. Mercer commented that he would like to believe the <br />Committee's report, but he has not heard how much it would cost to <br />build roads as well as sewer and water lines, and how much water <br />would be needed to water the course. He indicated that staff <br />would need to figure out how the particular site can work and how <br />much it would cost the City further down the road. He added that <br />the residents of Happy Valley should be informed about access to <br />and from the site because they would be affected and that he was <br />not sure if the City can legally select this particular golf <br />course developer without going to public bid. <br /> <br /> Mr. Roush inquired if Council would be interested in looking <br />at the sphere of influence, annexation, the General Plan, and a <br />Specific Plan and environmental assessment for the particular <br />site. He indicated that if the Specific Plan included the <br />construction of a turn-key golf course, public bidding would not <br />be necessary; the developer could select who would construct the <br />course and work out its financing with the idea that it will be <br />turned over to the City at a later date. <br /> <br /> Mr. Mercer replied that he needed more information before he <br />could make any decisions about the course. He added that the <br />staff's concerns on the property needed to be understood and that <br />the City needs to weigh the project against the infrastructure <br />costs. <br /> <br /> Mr. Butler stated that it was premature to say that the <br />Koopman property is the only site available for the golf course. <br /> <br /> - 13 - <br /> 5-1-90 <br /> <br /> <br />
