He explained the process the Committee -- <br /> went through in identifying potential sites and stated that based <br /> on 21 criteria the Committee had set up, the Committee recommended <br /> the Koopman Ranch as the best possible site, which is accessible <br /> from 1-680 and from Pleasanton. The site's topography presents <br /> valleys and natural bowls as well as a natural amphitheater for <br /> spectators to sit and lends itself to a design which will feature <br /> elevation and lateral distance separations. He added that the <br /> turn-key concept is being considered for financing the <br /> construction. <br /> <br /> Mr. Moore indicated that a golf course architect from Texas <br /> commented that the Koopman property would clearly qualify as one <br /> of the top 25 golf courses on the nation. He handed Council a <br /> copy of the Committee's response to the issues presented in the <br /> Staff Report regarding the Koopman site, particularly its <br /> developability, accessibility, traffic and annexation. He added <br /> that if the Koopman site is annexed, four other properties would <br /> need to be annexed to avoid creating an island pocket; two of <br /> these properties are controlled by J. Patrick Land Company, and <br /> the owners of the other two properties are willing to annex. <br /> <br /> Mr. Mercer inquired how long the option for the Koopman <br /> property would be open and where the houses would be built. <br /> <br /> Mr. Moore replied that it would be good for several years. '- <br /> The golf course would be built in the valley portions, and the <br /> houses will be on the small sub-ridges. These houses will be <br /> physically separated from the fairways, both horizontally and <br /> vertically. <br /> <br /> Mr. Mercer inquired if dirt would be taken off from the <br /> hilltops and put in the valleys. <br /> <br /> Mr. Moore said yes. <br /> <br /> Ms. Mohr asked how many square feet of fill is envisioned to <br /> be moved. <br /> <br /> Mr. Moore replied that it would be difficult to say at this <br /> time because it is only in its preliminary stage. When everything <br /> is set, there will be a 30-50 feet differential between where the <br /> homes are to be located and the actual playing surface of the golf <br /> course. <br /> <br /> Mr. Brandes complimented the Committee for a thorough and <br /> complete job and stated that he was ready to proceed with whatever <br /> would be necessary to get the project moving. He added that some <br /> major decisions need to be made, like a Specific Plan, prezoning, <br /> annexation, the Williamson Act, growth management, and possibly a <br /> development agreement. He recommended that a subcommittee meet <br /> with City staff and other parties to get all the information <br /> necessary for the decisions to be made. <br /> <br /> - 12 - <br /> 5-1-90 <br /> <br /> <br />
