223 <br /> <br />requested Mr. Mercer to keep the Council apprised on these <br />matters. <br /> <br /> With regard to the land use policy framework, Mr. Mercer <br />stated that ABAG has a Regional Planning Committee (RPC) which has <br />been charged by the Executive Board to study the basic formation <br />of how regional government could be put together to address land <br />use. The framework policy provides the structure for this study. <br />The RPC is asking the cities involved in this process to comment <br />on the framework, and RPC will address all the concerns and issues <br />submitted by the members. He added that Mr. Brandes' comments are <br />well placed and that Council should present written comments to <br />RPC regarding the framework. <br /> <br /> With respect to the growth management policy, Mr. Mercer <br />stated that ABAG members and representatives from some <br />organizations met and came up with the document, which was <br />endorsed by the Executive Board. He requested staff to prepare <br />comments on the document, particularly the one that deals with <br />regional government, to be referred to the RPC by June. <br /> <br />Consent Calendar Items <br /> <br /> Mr. Brandes commented that some Consent Calendar items <br />request Council for endorsement of matters it does not have <br />sufficient information on. He stated that it is not city <br />government's function to endorse or not to endorse special days or <br />events like "Victims of Pornography Week." <br /> <br /> Mr. Mercer replied that the materials on the "Victims of <br />Pornography Week" were faxed to every city asking for support <br />because the State Legislature passed a resolution on the event. <br /> <br />9. CITY COUNCIL COMMITTEE REPORTS <br />Item 9a <br />Pleasanton Golf Course Committee Report <br /> <br /> Mr. Swift presented his report (IR 90:40) regarding the <br />matter. <br /> <br /> Mr. Mercer thanked the Golf Course Committee members for the <br />time and effort they put in to come up with an excellent study. <br />He added that the Golf Course Steering Committee sat down with <br />City staff to come up with a report which includes both the <br />Committee's and the staff's recommendations. <br /> <br /> Mr. Paul Ebright, Golf Course Committee Chairman, showed a <br />series of projected exhibits in conjunction with his presentation <br />of the Committee's proposal, and Mr. John Moore of J. Patrick Land <br />Company concluded with slides of the proposed site. <br /> <br /> Mr. Ebright stated that Pleasanton has the opportunity to add <br />to the first class nature of the City through a golf course <br /> <br /> - 11 - <br /> 5-1-90 <br /> <br /> <br />
