Burford confirmed that the <br /> previous bus stop location involved a line-of-sight problem, for <br /> which reason it was moved to a better location about 50 feet <br /> away. <br /> <br /> Ms. Mohr stated that the LAVTA system is designed so thatl <br /> someone walking along the street can flag down a bus, even if the <br /> person is not in a bus stop location. She noted that the parking <br /> space along the entire block in front of the school on Valley <br /> Avenue is wide enough for a bus to be safely flagged down. <br /> <br /> Mr. Mercer requested staff to meet with LAVTA representatives <br /> and come up with a joint report to be presented to Council. He <br /> asked that the citizens who attended the Staff Traffic Committee <br /> Meeting be notified of the meeting date with LAVTA. <br /> <br /> 8. MATTERS INITIATED BY COUNCILMEMBERS <br /> Item 8a <br /> Tri-ValleyArts Facilities Study Committee Request for Funding <br /> <br /> Ms. Acosta presented her report (SR 90:174) regarding the <br /> matter. <br /> <br /> Mr. Butler explained that Council denied Livermore's initial <br /> funding request for a study relating to the Tri-Valley Arts <br /> Facility because at that time, the City was not involved in the <br /> discussions. As a result, a study committee was formed and came <br /> up with the request. He added that there is a clear consensus <br /> among concerned and interested people in the Valley that there is <br /> a need for performing facilities beyond what the Amador Theater <br /> and the Livermore High School provide. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Brandes, that <br /> the Tri-Valley Arts Facilities Study Committee request for funding <br /> be referred to the preparation of the 1990-91 budget. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmember Tarver <br /> ABSTAIN: None <br /> <br /> ABAG Growth Management Policy and Land Use Policy Framework <br /> <br /> Mr. Brandes stated that the Councilmembers had received <br /> memoranda from Mr. Mercer relating to the Association of Bay Area <br /> Governments (ABAG) documents on growth management policy and a <br /> land use policy framework. He commented that while he <br /> acknowledges that Council needs to work in coordination with other <br /> cities regarding issues in the area, he felt that ABAG's documents <br /> preempt some matters out of the Council's responsibility.
