160

Item 6e(2)
Request of Joe Callaban for Growth Management Exemption for
PUD-90-14, Pleasanton Carriage Homes

Mr. Swift presented his report (SR 90:494) regarding the
matter.

Mr. Mercer declared the public hearing open on the
application.

Mr. Callahan indicated that he had no objections to the
options presented in the Staff Report.

Mr. Mercer inquired when the units would be occupied.

Mr. Callahan replied that occupancy of the units would be
begin by the fourth quarter of 1991 through the first half of 1993.

Ms. Mohr inquired if the in-law units could be for rented
independently of the sale of the single-family unit.

Mr. Callahan said that he didn't think so.

Ms. Mohr asked if that matter could not be worked out with the
developer.

Ms. Acosta replied that it could be done; however, the future
owner may want to be included in the process of choosing the tenant
of the property.

Mr. Robert Cordtz, 262 West Angela Street, member of the
Affordable Housing Task Force, indicated that he was in favor of
the project and recommended that Council approve Option 2 of the
staff recommendation.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Ms. Mohr stated that she supported Option 2; however, since it
would be unlikely that the City would have another similar project
that would qualify for Growth Management exemption, it would be of
no consequence if all the units were built in one year since this
is just a matter of process and would not prevent another project
from receiving Growth Management approval.

Mr. Tarvet indicated that he had no problem with Option 2 but
that he preferred Option 3 because it reflects more closely what
the applicant says would really happen.

- 22 -
12-11-90
