159 <br /> <br /> Ms. Scribner commented that the partnership agreement between <br />the City and the developer is a very creative approach to providing <br />affordable housing in the community. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Tarver, to <br />determine that the rezoning is consistent with the General Plan and <br />that the development plan is consistent with the PUD District <br />purposes and considerations. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Councilmember Butler <br /> <br /> Mr. Mercer stated that requiring the homeowners' association <br />to pay for the maintenance cost of as easement outside the project <br />would result in an increase in the cost of the units. He indicated <br />that if the City assumes the maintenance of the public service <br />easement, it would give more people the opportunity to avail <br />themselves of this kind of housing. <br /> <br /> Mr. Tarver concurred. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, that <br />Ordinance No. 1495 be introduced, to be read by title only and <br />waiving further reading thereof, approving PUD-90-14, the <br />application of Joseph W. Callahan, Jr. for planned unit development <br />rezoning to PUD-HDR and development plan approval to allow the <br />construction of 88 single-family detached zero lot-line units, 46 <br />for rent in-law units and 24 attached townhouse units on an <br />approximately 12.76 acre site located at 3801, 3963, and 3967 <br />Stanley Boulevard, the area generally bounded by Stanley Boulevard <br />on the south and east, the Union Pacific Railroad on the north, and <br />the Country Roads Condominiums on the west, as set forth in the <br />Staff Report, provided that Condition No. 4i be deleted from the <br />Conditions of Approval. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Councilmember Butler <br /> <br /> Mr. Mercer commended Mr. Callahan and the staff for coming up <br />with this project and setting an example for the City as well as <br />other cities that affordable housing units can be built in the <br />community. <br /> <br /> - 21 - <br /> 12-11-90 <br /> <br /> <br />
