161 <br /> <br /> Mr. Mercer agreed with Ms. Mohr. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Mercer, that <br />Resolution No. 90-234 be adopted, approving the request of Joe <br />Callahan for Growth Management Exemption for 158 units in 1991, <br />PUD-90-14, Pleasanton Carriage Homes, as set forth in Option 2 of <br />the Staff Report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> In connection with Staff's Memo to Council dated December 11, <br />1990 regarding lower-income and moderate-income housing program <br />policies, Ms. Acosta stated that staff would like Council to <br />consider the policies and indicate any objections or <br />recommendations it may have. <br /> <br /> Mr. Tarver indicated that he did not have any problems with <br />the staff recommendations. <br /> <br /> Mr. Mercer concurred. <br /> <br /> Ms. Acosta commented that staff has had additional meetings <br />with Mr. Callahan and will be recommending more flexibility for <br />Policy No. 1. She pointed out that while staff recommends that the <br />program makes it mandatory that purchasers be first-time <br />homebuyers, staff would also like to consider making that a <br />preference rather than a mandatory requirement. <br /> <br /> Ms. Mohr indicated her preference is for mandatory first-time <br />homebuyers since they may not have the opportunity to get into the <br />"for sale" housing market in any other way. <br /> <br /> Mr. Mercer concurred. <br /> <br /> Ms. Scribner stated that the term"first-time homebuyer" needs <br />to be defined. She expressed concern about the single parent, a <br />newly-divorced person who previously owned a house but is now a <br />single head of household. <br /> <br /> Ms. Acosta indicated that staff has discussed that a person in <br />that category could be defined as a first-time homebuyer. <br /> <br /> Mr. Butler stated that he was in favor of mandatory first-time <br />homebuyers because there is no other way to accomplish this kind of <br />program at this time. <br /> <br /> - 23 - <br /> 12-11-90 <br /> <br /> <br />
