152 <br /> <br /> Mr. Ray White, owner of Ray's Electric and Plumbing, indicated <br /> that he was not opposed to the development of the Stanley Boulevard <br /> area; however, he was concerned about how long the entrance to his <br /> business would be closed during the time of construction. He <br /> stated that he would have a problem earning the $66,000 he spends <br /> monthly to run his store if he cannot keep his business open. He <br /> added that according to the plans, the City will take 20 feet of <br /> his property in addition to the 20 feet that the City had already <br /> taken before he bought the property. He pointed out that the <br /> property across the street should also contribute to the widening <br /> of the road. <br /> <br /> Mr. Mercer asked Mr. Elliott what effect the construction <br /> would have on the businesses in the area. <br /> <br /> Mr. Elliott replied that the City makes every effort to keep <br /> businesses open almost continuously and that it would take about a <br /> day to complete the work in front of their driveways. He indicated <br /> that staff would work very closely with the business owners in this <br /> regard. <br /> <br /> Mr. Mercer pointed out that the issue is how to widen the road <br /> so that it aligns with the bridge, which can be achieved by <br /> widening the road to the south. <br /> <br /> Mr. White commented that the two-lane bridge would need to be <br /> widened to four lanes and that the two new lanes could be added on <br /> the north side of the road. <br /> <br /> Mr. Brent Wilcox, representing his parents, George and Mary <br /> Lou Wilcox, 3988 Stanley Boulevard, indicated that he is not <br /> opposed to the project. <br /> <br /> Mr. Richard Irby, 3780 Stanley Boulevard, stated that he is <br /> willing to cooperate with the City and developer but that he needs <br /> more time and information on the issue. He proposed, in exchange <br /> for that portion of his property to be taken for the widening of <br /> the road, a friendly condemnation and payment for the entire 50 <br /> feet, remuneration of the temporary loss of residence and the loss <br /> of income from business property, and the immediate construction of <br /> all improvements by the City or other adjacent developers. He <br /> further requested that the right-of-way issue on the Del Valle <br /> Parkway be set at 53 feet or less in exchange for entitlement for <br /> the highest land use, that the Creek area be dedicated for <br /> widening, improvements and future maintenance, and that all <br /> improvements be done by Zone 7 or the City. <br /> <br /> - 14 - <br /> 12-11-90 <br /> <br /> <br />
