103 <br /> <br /> Mr. Mercer commented that when the concept of a Ridgelands <br />committee was first discussed, his initial reaction was that it <br />should not start until after the election to give all those <br />interested the chance to participate. He stated that he felt the <br />existing Committee should be allowed to complete its work and put <br />its recommendations on the ballot. The logical time to expand the <br />Committee would be if the citizens voted to send the plan back to <br />the Committee. He indicated, however, that he would be in favor of <br />reopening the PRC if the majority of the Committee members voted to <br />reopen it. <br /> <br /> Ms. Mohr commented that attendance at the meetings would be <br />important and necessary for members to vote in an informed manner <br />at the end of the process. However, those who want to be part of <br />the process but do not have the time or the ability to attend on a <br />regular basis can attend specific meetings and respond to the <br />issues presented. <br /> <br /> Mr. Butler stated that regardless of the opinions that the <br />issue was confusing and inappropriate before the outcome of <br />Measures M and N, he emphasized that a distinction should be made <br />between the process and the politics involved. He pointed out that <br />it is important to note that the Council was serious about the <br />Committee process, setting it up and starting its deliberations. <br />He stated that he would support the proposal for the sole reason <br />that he would like the Committee to do its work without any concern <br />about whether or not there are issues regarding the way the <br />Committee was put into place. <br /> <br /> Mr. Roush indicated that before Council can vote on the <br />matter, a motion should be made to put the item on the Agenda on <br />the basis that the matter arose after the Agenda was posted. <br /> <br /> It was moved by Mr. Brandes, and seconded by Ms. Mohr, that <br />Resolution No. 90-213 be adopted, determining that the matter of <br />reopening participation in the Pleasanton Ridgelands Committee <br />arose after the Agenda was posted and adding it to the Agenda. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> - 5 - <br /> 11-20-90 <br /> <br /> <br />
