130 Mr. Van Gelder explained that the signal timing allows cars to go only half-way across the street. An acceleration lane would make it safe for up to four cars at a time to cross half the street to make a left turn. Mr. Mercer inquired what the effect of reducing the speed limit would be. Mr. Van Gelder replied that a recent street survey indicated that the critical speed of the 85th percentile was 46 miles per hour in one direction and 44 miles per hour on the other. He added that reducing the speed limit to 35 miles per hour and following it up with enforcement would drop the speed down to about 43 miles per hour. It was moved by Mr. Brandes, and seconded by Mr. Butler, that Resolution No. 90-220 be adopted, denying the request for a three- way stop sign at the intersection of Santa Rita Road and Sutter Gate Avenue and approving the installation of an acceleration lane in the median island. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, Tarver NOES: Mayor Mercer ABSENT: None ABSTAIN: None Ms. Acosta informed the Councilmembers that the installation of the acceleration lane would be included in the 1991 Capital Improvement Program budget. Item 12d Stop Siqn Study for Tawny Drive/Touriqa Drive Intersection Mr. Elliott presented his report (SR 90:443) regarding the matter. Mr. Mercer stated that he supported the installation of a stop sign at this intersection when this matter first came before the Council and that he still supported it because of the possibility of accidents at that intersection. Mr. Tarver indicated that he passes by that intersection often and that he agrees with staff that a stop sign would not solve the problem. - 32 - 11-20-90
