125

Mr. Mercer indicated that he felt that Alternative B on Del
Valle Parkway would be the logical choice. However, he had no
objection to continuing the discussion at a future meeting. He
requested staff to prepare a more descriptive picture showing the
impact and effects of the different alternatives on the different
properties.

At this point, Mr. Mercer indicated that Council will consider
Item 8a before continuing with the other items on the Agenda.

8. MATTERS INITIATED BY COUNCILMEMBERS

Request of Pleasanton Youth Sports for Additional City Maintenance/
Preparation of Sport Fields

Ms. Bengtson presented her report (SR 90:456) regarding the
matter.

Mr. Dennis Powers, 3164 Joanne Circle, Board Member and Field
Director for the American Little League, and speaking on behalf of
the National Little League and the Girls' Softball, requested the
City to provide additional services for the maintenance of the
sport fields. He pointed out that because of management, liability
and time availability issues, their volunteers could not perform
all the tasks related to field maintenance. He indicated that they
would be willing to continue working the fields after the initial
preparation of the in-fields is done by the City.

Mr. Brandes asked Mr. Powers if he supported the staff's
recommendations.

Mr. Powers said yes. He recommended that the City assume the
responsibility for one year with financing from the General Fund,
after which the City would determine if fees should be charged to
the individual leagues.

Mr. Butler commented that the City has numerous commitments
for recreation and park maintenance and that the best way to meet
those needs is to try and recover the costs. He inquired if the
Leagues would object to contributing funding for extra services.

Mr. Powers replied that the League passes the cost on to the
participants.

Mr. Don Gorman, 3660 Canelli Court, Field Director for the
National Little League, described the work that volunteers have
done in the past and indicated that the staff recommendation to add
one full-time park maintenance person would be a tremendous help.

- 27 -
11-20-90
