124

Ms. Jocelyn Combs, Member of the Board of Directors of the
East Bay Regional Park District (EBRPD), stated that she was not
aware that the alignment would affect the District until she read
the Staff Report. She indicated that the EBRPD is currently
working with Alameda County on the alignment of the Iron Horse
Trail, which would go through a particular portion of Stanley
Boulevard, the only portion in Pleasanton that is owned not by the
County but by a developer. She pointed out that all the options
call for a ll6-foot right-of-way and that there would be space for
a 20-foot iron horse type pedestrian/bicycle trail. She requested
that the City reserve that portion of Stanley Boulevard for the
trail alignment and work with the EBRPD on its design.

Mr. Joseph Madden, 1544 Santa Rita Road, stated that in a memo
Mr. Irby and he sent to the City, he indicated that the City should
make a decision on the Stanley Boulevard expansion so that the
public and the property owners would know what to expect in the
area. He pointed out that many of the people concerned are old
timers and have a lot involved in the area.

Mr. Butler stated that part of the issue involves how well the
property owners would be able to plan for what would happen to
their properties if Stanley Boulevard is expanded. He asked Mr.
Swift if the property owners could be provided with some
information on the schedule the City is looking at for both the
interim and final build-out.

Mr. Swift replied that the project is not included in the 1990
CIP budget and that there is no timetable for the City either to
acquire the property or to widen the road. He explained that staff
has always assumed that the development of Stanley Boulevard would
occur as projects are developed along the road, during which time
staff tries to determine what kind of improvements would be
necessary. Some of those projects are either temporary interim
improvements or portions of the permanent improvements that would
ultimately be installed.

Mr. Tarver commented that he would like to have more time to
study the matter to be able to make a good decision

Mr. Butler concurred. He added that it would be worthwhile,
in the meantime, for staff to meet with the property owners on the
south side of Stanley Boulevard.

- 26 -
11-20-90
