123 <br /> <br /> Mr. Roush replied that it would be difficult to answer that <br />without having the conditions before him. <br /> <br /> Mr. Mercer inquired if there were preconditions on Mr. Irby's <br />property or any other properties in the area. <br /> <br /> Mr. Swift replied that there are no conditions on Mr. Irby's <br />property. He added that if the road would be widened without Mr. <br />Irby developing his property, the road right-of-way across Mr. <br />Irby's property would have to be acquired and improvements built at <br />the City's expense. However, if the property is developed, the <br />City would have Mr. Irby dedicate a right-of-way and install <br />improvements at the level related to the intensity of the use put <br />on the property. <br /> <br /> Mr. Tarver inquired how far the 50 feet of Mr. Irby's property <br />is in relation to the milk store on Stanley Boulevard. <br /> <br /> Mr. Swift replied that the back of the ultimate right-of-way <br />comes fairly close to the milk store. He handed the Councilmembers <br />a topographic map showing the Irby property and the improvements on <br />the Kaplan property. <br /> <br /> Mr. Butler commented that if more discussion were needed, he <br />would be prefer to wait for that discussion to take place. He <br />asked Mr. Swift is the issues brought forth by the property owners <br />were considered at the Planning Commission meeting. <br /> <br /> Mr. Swift said yes. <br /> <br /> Mr. Joe Callahan, Callahan Property Company, clarified that <br />the alignment study was done by a third party consultant, Mr. <br />Darryl Alexander, under a contract with the City. He stated that <br />the center line of Stanley Boulevard was ultimately based on how <br />the Stanley Boulevard crossing of the Arroyo Del Valle occurs. He <br />explained that in order to accommodate the widening of Stanley <br />Boulevard from the Arroyo del Valle to Valley Avenue, it was <br />necessary to take into consideration the existing bridge structure <br />across the Arroyo del Valle, which resulted in the widening of <br />Stanley Boulevard on the south side. He added that several levels <br />of improvements on the south side of Stanley Boulevard have been <br />proposed in a survey that has just been completed. Part of the <br />interim measure for the project proposed on the north side of <br />Stanley Boulevard would add approximately a lane and a half to the <br />south without disturbing either the existing parking or driveway <br />access for either the Lumber Company or Mr. Irby's facilities. The <br />ultimate alignment to the final right-of-way, however, would result <br />in the interruption of both business operations. <br /> <br /> - 25 - <br /> 11-20-90 <br /> <br /> <br />
