114 <br /> <br /> Mr. Mercer stated that it is important that Mohr Avenue be <br /> widened to remove the funnel effect after the Railroad crossing. <br /> With regard to the soundwall, he suggested that since the soundwall <br /> proposed for the back of the property in Alternative 1 would no <br /> longer be necessary, it could be moved to Mohr Avenue, along the <br /> neighbors' backyards. In connection with the number of residents, <br /> he recommended a maximum occupancy of 70 with every room being a <br /> private room. This would satisfy the neighbors, who are willing to <br /> accept 70 residents, and although the building will be larger, the <br /> number of services, laundry and deliveries would only be for 70 <br /> people. Concerns about elderly people driving and causing <br /> accidents can be alleviated by restricting vehicles for the <br /> residents. He added that although this may not be the best site <br /> for the facility, Council has the opportunity to condition the <br /> project to have the developer and the neighbors arrive at a <br /> compromise to provide a facility that is needed. He concluded that <br /> he would support the project if the conditions and recommendations <br /> he mentioned were met. <br /> <br /> Mr. Tarver commented that he did not disagree with Mr. Mercer <br /> but that he would prefer Council to inform the developer and the <br /> neighbors about what its recommendations are and ask them to work <br /> it out. <br /> <br /> Mr. Brandes indicated that he could not support the project -- <br /> because it was inappropriate for the site and because there are <br /> alternate locations that would be more suitable for both the senior <br /> citizens and the community. <br /> <br /> Mr. Butler stated that he agreed with Mr. Tarver that it would <br /> not be right to mandate that there will not be any shared rooms. <br /> He indicated, however, that he reluctantly supports the proposal <br /> because he would like to see the project approved and it would fail <br /> if he did not support it. <br /> <br /> It was moved by Mr. Tarver that Council give the applicant and <br /> the neighbors its recommendations and have them work out a proposal <br /> for the project. <br /> <br /> The motion died for lack of a second. <br /> <br /> - 16 - <br /> 11-20-90 <br /> <br /> <br />
