112 <br /> <br /> Mr. Shutts replied that no formal market study was done for <br /> the project and that the need for similar facilities continues to <br /> grow such that these facilities could exist successfully within the <br /> City. <br /> <br /> Ms. Mohr inquired if controlling density by limiting occupancy <br /> to one per room would be acceptable to Ms. Ku. <br /> <br /> Mr. Shutts replied that limiting density to one per room would <br /> control density, but the project would lose its ability to offer <br /> affordable rates. <br /> <br /> Ms. Mohr commented that there are seniors at all economic <br /> levels that need this kind of housing, and Ms. Ku's facility would <br /> address those who are more capable financially. She added that <br /> should the City build a similar facility, it would be able to <br /> address the need at the lower end. <br /> <br /> Mr. Shutts commented that the semi-private room rate gets down <br /> to a more affordable level for the less affluent seniors, <br /> particularly for an existing resident who runs out of funds and has <br /> to go on Social Security. The policy is to accept the Social <br /> Security funds as full payment with the difference subsidized by <br /> the market rate rooms. <br /> <br /> Mr. Tarver askedMr. Shutts if it were possible for him to sit <br /> with the neighbors to arrive at a compromise on the density issue <br /> rather than ask the Council to decide that matter. <br /> <br /> Mr. Shutts replied that he would be happy to meet with the <br /> neighbors again, with the understanding that a reduction of the <br /> number of rooms to 35 would not make this make the project viable. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> Mr. Brandes commented that he shared Ms. Mohr's comments <br /> regarding planning the properties around the proposed senior <br /> center. He stated that there is a tremendous need for this type of <br /> facility in the community for all income groups of seniors; <br /> however, it would serve the people in the community better if the <br /> facilities were located in properties adjacent to senior housing so <br /> the seniors could avail of the services of the Senior Center. He <br /> mentioned that he did not think the site was inappropriate for the <br /> proposed facility, but that the density was. <br /> <br /> - 14 - <br /> 11-20-90 <br /> <br /> <br />
