109 <br /> <br /> Mr. Tarver inquired how a license is obtained for a specific <br />number of occupants. <br /> <br /> Ms. Kyoung Ku, 5130 Foothill Road, stated that the City does <br />not have to worry about limiting the number of residents because if <br />the number of residents exceeded what was provided for in the <br />license, the owner would be penalized and the facility could be <br />closed down. She added that the City Council resolution would be <br />attached to the application for a license and that the Department <br />of Social Services would not issue a license for more than what is <br />indicated on the resolution. <br /> <br /> Mr. Brandes inquired who makes the determination about whether <br />a resident should be placed in a facility or a convalescent <br />hospital. <br /> <br /> Ms. Ku replied that the determination is made by the <br />Department of Social Services. She added that in most cases, the <br />family makes the decision based on a doctor's recommendation, which <br />is required before the resident moves in. <br /> <br /> Mr. Tarver asked Mr. Shutts if he had made arrangements with <br />the next-door owner for parking access on holidays and week-ends. <br /> <br /> Mr. Shutts said yes, as long as it did not interfere with the <br />next-door owner's ability to conduct business in his building. <br /> <br /> Mr. Michael Kliment, 5142 Foothill Road, stated that he was in <br />favor of the project. He shared his impressions and some pictures <br />of Ms. Ku's Castro Valley facility. He then handed the <br />Councilmembers a letter from his neighbor, Ms. Margaret Starnes <br />requesting approval of the project. <br /> <br /> Ms. Valerie Hurst, 3593 Arbor Court, Chairman of the City's <br />Human Services Commission, stated that she has reviewed the project <br />and recommended its approval. She indicated that Pleasanton has a <br />definite need for this kind of facility, not only for those who are <br />no longer able to take care of themselves but also for those who <br />wish to have a social life. <br /> <br /> Mr. Wayne Diaz, 4583 Second Street, owner of the property <br />across Ms. Ku's facility in Castro Valley, stated that his tenants <br />have had no problems in connection with the facility or parking. <br /> <br /> Mr. Ron Archer, 1715 Greenwood Road, indicated that Pleasanton <br />needs this type of facility for its seniors. <br /> <br /> - 11 - <br /> 11-20-90 <br /> <br /> <br />
