35

Council Meetinq Minutes; Santa Rita Road Interchanqe

Mr. James Miller, 3633 Camelot Court, stated that a lot of
details are left out of the Minutes of Council meetings, including
negative things that are said to Council during these meetings.

Mr. Mercer explained that the Minutes are a summary of the
actions taken by Council and not a verbatim transcription of the
meetings. He added that anyone who wanted a complete synopsis of
a Council meeting can come in and listen to the tapes.

Mr. Miller inquired if the public can have the tapes copied.
Mr. Mercer referred the question to staff.

Ms. Ezidro replied that anyone can come in and listen to the
tapes. She added that it is difficult to make copies of the tape
because of the type of tape recorder used, although the City
provides copies on occasion.

Mr. Miller inquired if he could copy tapes himself.

Mr. Mercer said yes.

Mr. Miller stated that it was his understanding that the Santa
Rita Road Interchange would be completed before the Hacienda Drive
Interchange was started. He inquired when the Santa Rita Road
Interchange would be completed and if it would be completed well
before the Hacienda Drive Interchange is started. He added that
the area along the Santa Rita Road Interchange needed landscape
maintenance.

Mr. Mercer stated that all landscaping and maintenance by the
freeway are done by Caltrans, which does not allow the type of
landscaping the City wants because of lack of staff. He asked Mr.
Elliott if the Santa Rita Road Interchange would be completed
before the Hacienda Drive Interchange.

Mr. Elliott replied that it probably would. He explained that
the main activity taking place at the Santa Rita Road Interchange
at this time is property acquisition and that construction work on
the Santa Rita Road on-ramp to eastbound 1-580 would start within
two to three months. The Santa Rita Road Interchange is expected
to be completed in the fall of 1991; the Hacienda Drive Interchange
would be completed later in 1991 or early 1992.

10-2-90
- 7 -
