482

area close to the Vassallo and Cerruti houses provides a sufficient
turn-around for the fire trucks .

Mr. Robert Martin, 46680 Windmill Drive in Fremont, requested
that Council take into consideration the positive effect the
project would have in softening the impact of the big house on
Jorgenson Lane.

Mr. Joseph Zuffa, 8028 Jorgensen Lane, stated that the
citizens had discussed and agreed to a 150-foot setback precisely
because some houses, like the one referred to on Jorgenson Lane,
were too close to the road. He indicated that he supported the
150-foot setback requirement.

Mr. Lee Henderson, 2870 Foothill Road, indicated that Council
should support the Planning Commission's unanimous decision to deny
the project. He agreed with the comments on the fire trucks and
added that the lack of sidewalks along the road would present a
safety problem.

Mr. Martin commented that the existing road that has been in
use for the past 15 to 18 years is 11 feet wide and that the
existing driveway turn-around between the Vassallo and Cerruti
properties meets all Fire Department turn-around requirements.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Ms. Mohr requested staff to clarify the issues of road widths,
medians, a third lane and safety with respect to developing the
frontage road and minimizing the number of driveways on Foothill
Road.

Mr. Swift stated that because of the FRCODS policy to minimize
the number of driveways on Foothill Road, the access to the project
is on Jorgenson Lane. He added that staff supports the extension
of the road along the frontage of the Vassallo-Cerruti properties
to connect to the driveway that serves the Romero lots.

Mr. Tarver commented that the project has one too many lots
which is causing problems from the standpoint of the FRCODS, access
and use. He indicated that he would support the Planning
Commission, Design Review Board and staff recommendation to deny
the appeal.

9-18-90
- 8 -
