485 <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Joseph Callahan, Callahan Property Company, stated that <br />the proposed use of the site for high density residential <br />represented a use superior to what would be allowed under the <br />current General Plan designation. He introduced Mr. Jon Stearns, <br />the person responsible for real estate site selection for Certified <br />Grocers of California, Ltd., to talk about the trade area of the <br />Vintage Hills Shopping Center Complex. <br /> <br /> Mr. Stearns explained that several factors are considered in <br />addressing the feasibility of a grocery operation. These factors <br />include a combination of current population, available grocery <br />dollars within a trade area, competition, traffic counts and <br />arterials, and the ability to support the operation. An analysis <br />of these factors indicated that the site would not support a modern <br />retail operation and that no grocery store of any size, whether at <br />present or in the future, would generate enough sales for the <br />volume to be profitable. <br /> <br /> Ms. Estelle Newcomb, 11 Golf Road, owner of the property <br />across the street from the project, stated that the project would <br />enhance the neighborhood. <br /> <br /> Mr. Mercer read a letter from Christine Amick of Association <br />Management Company, Manager of Oak Tree Villa located on the corner <br />of Bernal Avenue and Palomino Drive, indicating that all thirty-two <br />homeowners support the residential use of the property. <br /> <br /> Ms. Eileen Carey, 607 Palomino Drive, owner of the property <br />across the proposed complex, stated that she was in favor of the <br />project because it would enhance the area. <br /> <br /> Mr. Don Gorman, 3660 Canelli Court, stated that the area would <br />benefit from the project. He added that his house is behind the <br />condominiums, more than 300 feet away from the project. He <br />inquired if there were a reason for the 300-foot radius limit. <br /> <br /> Mr. Mercer replied that State law provides a 300-foot limit. <br />He asked Mr. Gorman to give his name and address to Mr. Swift if he <br />wanted to receive notices on the project hearings. <br /> <br /> Mr. Todd Fujinaga, representing the Vintage Hills Shopping <br />Center, indicated that he supported staff recommendation. He <br />recommended, however, that Council consider the effect the project <br />would have on the future expansion of the Center and on the <br />downtown area. <br /> <br /> 9-18-90 <br /> - 11 - <br /> <br /> <br />
