486 <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br /> Resolution No. 90-173 be adopted, based on a review of an initial <br /> environmental impact study done for this project and on a finding <br /> that no significant environmental impact would occur as outlined in <br /> the City's guidelines and on further finding that a negative <br /> declaration is appropriate in connection with GP-90-5, the <br /> application of Joseph W. Callahan, Jr. to amend the land use <br /> element designation of the General Plan from Commercial and <br /> Offices/High Density Residential to High Density Residential or any <br /> other land use designation for the approximately 1.79 acre site <br /> located at 600 Palomino Drive on the northeast corner of Palomino <br /> Drive and Bernal Avenue. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmember Brandes <br /> ABSTAIN: None <br /> <br /> Mr. Butler commented that the project would not impede the <br /> further expansion of the Center and would have no adverse impact on <br /> the downtown. He indicated that he would support the project <br /> because it complements the smaller units on Palomino Drive and <br /> Bernal Avenue and is a good location for high density units. <br /> <br /> Mr. Tarver stated that he would like the grocery to expand but <br /> agreed that it was not viable at this time. <br /> <br /> Ms. Mohr pointed out that expanding the Center was not <br /> realistic, considering its viability at this time. She added that <br /> the most reasonable alternative would be to increase the population <br /> to add to the Center's clientele. She indicated that she would <br /> support the project. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Tarver, that <br /> Resolution No. 90-174 be adopted, approving GP-90-5, the <br /> application of Joseph W.
