REPORTS OF THE CITY MANAGER
Item 12a
Hot Air Balloons (IR 91:16)

Ms. Scribner stated that hot air balloons, if permitted,
should be allowed only for one day and only for special events
where large groups of people are expected or for shopping center
grand openings. She added that only one sign should be attached to
the balloon to identify the event or the shopping center. No hot
air balloons should be allowed for individual store openings and no
trailing pennants or extra balloons should be attached to the hot
air balloon.

It was moved by Ms. Scribner, and seconded by Ms. Mohr, to
initiate a Municipal Code change and to direct Staff to prepare a
report for the Planning Commission's consideration regarding the
use of hot air balloons, allowing these balloons only for one day
and only for special events or grand openings of shopping centers,
with only one sign on the balloon to identify the event or the
shopping center.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner and Mayor Mercer
NOES: None
ABSENT: None
ABSTAIN: Councilmember Tarver

Item 12b
Parking on Pimlico Drive (SR 91:119)

Mr. Henry Hatton, 3963 Fairlands Drive, stated that he
objected to the large trucks that have constantly disregarded the
"No Parking" signs on Pimlico Drive. He indicated that his main
concern was not to prohibit parking on both sides of the street,
which would negatively impact the shopping center, but to continue
to prohibit parking in front of the Shell Station and Bakers Square
and parking for vehicles over 20 feet on both sides of the street.
He suggested that imposing a $50 fine for parking violations could
discourage the big truck drivers.

Mr. Richard Jones, representing McDonald's Restaurant,
6800 Santa Rita Road, indicated that the employees and customers of
the businesses in the area need to park on the street because of
the limited parking spaces available on the lots. He requested
D~ ..................... ? Restaurant be
that the "No __.rking" signs
removed for a period of about two weeks, until the new building's
parking lot is completed. He further suggested that the curbs by
the driveway be painted red to prevent trucks from pnrking T!CSe te
the intersection.

- 22 -
4-2-91
