125 <br /> <br />Item 8c <br />Potential Initiation of Rezoninq for PropertyLocated at 4175 First <br />Street (SR 91:126) <br /> <br /> Ms. Scribner stated that she felt the "Oil Changer" and <br />carwash project being proposed for this particular parcel is <br />inappropriate since the site is at the entrance to the downtown <br />area, coming from Stanley Boulevard. <br /> <br /> Mr. Mike Patterson, 4050 Walnut Drive, indicated that he <br />initiated the petition in this case due to the nature of the 24- <br />hour carwash. He stated that he was not opposed to the development <br />of the property but that he would prefer to have a development that <br />would not be used when the residents are enjoying their properties <br />at the end of the day or on week-ends. <br /> <br /> Mr. Gary Schwaegerle, 189 West Angela Street, pointed out that <br />the downtown is the heart of Pleasanton and that its historic, <br />charming character should be preserved. He stated that Council <br />should carefully consider the impact of any developments in the <br />area on the entire City before approving such projects. <br /> <br /> Mr. Art Dunkley, Castlewood Properties, owner of the property, <br />stated that Castlewood Properties has been unable to do anything <br />with the property during the 4½ years that it owned the property <br />due to the Alignment Study for First Street and the bridge. He <br />added that the applicant has been working diligently on his <br />application for ten months and has received approval at the Design <br />Review Board Workshop to proceed with the design. It would be <br />unfair to deny his application at this time, particularly since his <br />project is within the General Plan designation for the area. He <br />indicated that it would be inappropriate to change the zoning for <br />the property because of the traffic orientation of the site. He <br />suggested that Staff work with the applicant to address and <br />mitigate the Council's concerns regarding the development. <br /> <br /> Mr. Seth Bland, 6233 Alisal Street, project applicant, <br />requested that the issue of rezoning be separated from the project <br />and that he be given the opportunity to meet with the neighbors and <br />work with Staff to address any concerns regarding the project. He <br />further requested that discussion on the project be continued to a <br />future Council meeting. <br /> <br /> Mr. Tarver asked Mr. Bland how far ahead the application was <br />from being heard. <br /> <br /> Mr. Bland replied that the project is scheduled to come before <br />~he Design Review Board ~n April 9th and ~he ~ubseq~ent Planning <br />Commission meeting. <br /> <br /> - 19 - <br /> 4-2-91 <br /> <br /> <br />
