He further requested <br /> that the Staff recommendation to extend Mirador Drive to Bernal <br /> Avenue be deleted because it would create a raceway on Mirador <br /> Drive and threaten the safety and neighborhood characteristics of <br /> the area. <br /> <br /> Ms. Charlotte Severin, 4513 Mirador Drive, representing <br /> Pleasanton Heights Homeowners Association, read a statement from <br /> the Association's President, Mr. Michael Faber, who was unable to <br /> attend the meeting. Mr. Faber indicated that he was opposed to the <br /> development of the Bonde Ranch and the cancellation of the <br /> Williamson Act contract. He pointed out the development would <br /> increase the number of children in the area just when Valley View <br /> Elementary School is cutting back the number of teachers due to <br /> budget problems. Furthermore, the development would have a major <br /> impact on traffic, water use, and general City services. He also <br /> noted that the EIR never adequately addressed the use of alternate <br /> flatlands, such as the San Francisco Water Department property, for <br /> the Bonde development. <br /> <br /> Speaking for herself, Ms. Severin objected to the finding in <br />the Staff Report that the property was rendered unsuitable for <br />agricultural uses. She indicated that the Bonde property is still <br />being used for raising horses and will continue to be used for that <br />purpose. <br /> <br /> Ms. Severin further objected to the finding of public benefit <br />by canceling the Williamson Act. She cited adjacent properties <br />with unsold homes and claimed that the City does not need <br />additional homes. She opposed the extension of Mirador Drive, <br />believing it would divert traffic off of Bernal Avenue and through <br />the Pleasanton Heights neighborhood. <br /> <br /> Ms. Severin also indicated that the Shapell development would <br />have a major impact on Pleasanton schools, which are already <br />experiencing funding problems. She urged Council to defeat this <br />proposal and take time to consider the developments and traffic <br />patterns of the whole area. <br /> <br /> A resident of Mirador Drive stated that a few years back, a <br />vehicle came down from Mirador Drive and crashed into their garage. <br />He indicated that extending Mirador Drive would increase traffic <br />and add to the accident potential of the area. <br /> <br /> There being no further testimony at this time, Mr. Mercer <br />declared the continuation of the public hearing to the May 7, 1991 <br />City Council Meeting. <br /> <br /> - 17 - <br /> 4-2-91 <br /> <br /> <br />
