118 <br /> <br /> family has sold off parts of the property over the years for the ' <br /> development of Pleasanton Heights, upper Angela Street, upper Bonde <br /> Court, and upper Abbie Street. He added that the extension of <br /> Bernal Avenue bisected the property and removed the economic <br /> viability of the ranch and that in fairness to Mrs. Bonde, she <br /> should receive approval to develop her property while retaining her <br /> homesite. <br /> <br /> Mr. Donald McKenzie, 790 East Angela, stated that he submitted <br /> a petition to the Planning Department signed by 489 residents of <br /> Old Towne, Pleasanton Heights and the surrounding areas requesting <br /> that Mirador Drive be extended in the southwesterly direction to <br /> connect to Bernal Avenue in conjunction with the development of the <br /> Bonde property. He pointed out that in its approval of the <br /> project, the Planning Commission stipulated that Mirador Drive <br /> would be extended to Bernal Avenue, as shown in the General Plan, <br /> and that the Final EIR favors the extension to improve circulation <br /> in the area with minimal effect in the neighborhood. <br /> <br /> Mr. Robert Myers, 717 East Angela Street, a Pleasanton <br /> resident for more than 20 years, stated that when the City planned <br /> to open Adams Way to Mirador Drive and Kottinger Drive a few years <br /> back, the residents at that time were opposed to it because of the <br /> traffic it would generate. However, today Adams Way is considered <br /> a great improvement to the City. He added that extending Bernal <br /> Avenue was also an improvement and that he supported extending <br /> Mirador Drive to Bernal Avenue because it would provide another <br /> cross-town street for the City. <br /> <br /> Mr. Wayne Strickler, 851 Independence Court in Ventana Hills, <br /> owner of the property on the southwesterly end of the Bonde <br /> development, stated that the developer has mitigated some of the <br /> neighbors' concerns regarding the project. He expressed concern <br /> about the development of F Street in terms of its impact on the <br /> traffic and the visual impact of the houses to be built on that <br /> street. He expressed further concern about the steepness of the <br /> terrain and the effect the grading of the area would have on the <br /> ground water situation as well as the hydrostatic pressure of the <br /> water coming down the hill from the springs. He indicated that he <br /> was in favor of the reduced development alternative presented in <br /> the EIR because it would be environmentally superior to the <br /> project; however, he does not support the ~ollector road proposed <br /> in that alternative. <br /> <br /> Ms. Amy Lofland, 1039 Nelson Court, presented a petition <br /> signed by 471 residents from Ventana Hills, Pleasanton Heights, Old <br /> Towne, Diamond Collection, Mission Park, Happy Valley and Kottinger <br /> Ranch opposing the cancellation of the Williamson Act contract and <br /> the rezoning and development of Bonde Ranch. She indicated that <br /> the project should mitigate the development of F Street and the <br /> <br /> - 12 - <br /> 4-2-91 <br /> <br /> <br />
