He requested Council to <br />approve the findings and to adopt the project. <br /> <br /> Ms. Mohr asked Mr. Willett if he were aware of the reduction <br />in the number of livestock the Bonde property can hold after Bernal <br />Avenue was extended across the property. <br /> <br /> Mr. Willett replied that a recent agricultural viability study <br />concluded that without bringing food into the ranch, the area for <br />grazing would not be sufficient to support the stock that has been <br />maintained over the years. He added that the bisection of the <br />ranch introduced urban uses in the middle of an agricultural use <br />and changed the nature of the ranch's operation. <br /> <br /> Mr. Tarver asked Mr. Willett if he could discuss the issue <br />that there is no land in the vicinity that could be used for the <br />same type of development as the Bonde Ranch. <br /> <br /> Mr. Willett replied that Staff has indicated in its proposed <br />findings that there is no land in that vicinity or within the City <br />to substitute for the Bonde Ranch project. <br /> <br /> Ms. Scribner commented that there appears to be a <br />contradiction between the request to cancel the Williamson Act <br />contact because the land is no longer fit for an agricultural use <br />and the project's proposal to continue that use for 15 acres of the <br />property. <br /> <br /> Mr. Willett explained that the use for the 15 acres would be <br />entirely different from the agricultural use that was anticipated <br />at the time the Contract was executed, in the sense that horses in <br />a small acreage do not require grazing land and can be easily <br />maintained by bringing in food. <br /> <br /> Mr. Wayne Bonde, 725 Angela Street, son of the applicant, <br />stated that he had spoken to his neighbors and that they had <br />indicated that they were in favor of the development. He added <br />that the ranch has become untenable and that the 15 acres would be <br />used by his mother to maintain a few horses as a hobby and would be <br />enclosed by a six-foot cyclone fence. <br /> <br /> Mr. Brad Hirst, 2456 Minivet Court, requested Council to <br />approve the plan for the following reasons: (1) It is consistent <br />with the land use and density of the General Plan; (2) The project <br />is between Ventana Hills and Kottinger Ranch, both of which had <br />similar land use issues and received approval for Williamson Act <br />contract cancellation; and (3) The Bonde family has been very <br />cooperative with the neighbors and the City on issues like the <br />right-of-way for the extension of Bernal Avenue and the reservoir <br />that occupies part of the property.
