103 <br /> <br />or health problems. <br /> <br /> Mr. Tarver indicated that a more realistic approach would be <br />to address only those users who consume'more than the average <br />less 25%, in order to give credit to those users on the lower <br />threshold who are already practicing conservation. <br /> <br /> Mr. Mercer inquired how water is being conserved in relation <br />to the landscaping at Hacienda Business Park. <br /> <br /> Mr. Elliott stated that Hacienda Business Park started its <br />conservation program in January by turning off all its sprinklers <br />and irrigating the medians on Hopyard Road by trucks using recycled <br />water. He added that this practice would eventually be used for <br />all Hacienda Business Park landscaping. <br /> <br /> Mr. Tarver commented that there is a great variety and <br />diversity in the way the commercial businesses use water, and <br />asking all of them to cut back by 25% from last year's usage would <br />result in inequity. <br /> <br /> Mr. Cusenza explained that the water consumption of commercial <br />users will be considered in depth, based on the type of business <br />they have. <br /> <br /> Ms. Karen Liersch, 6621 Amber Lane, stated that to go <br />automatically into 25% conservation without warning is unfair and <br />that a moratorium should be placed on new hook-ups if rationing is <br />implemented. She suggested that a percentage cut should be set, <br />based on previous usage, rather than use a straight per gallon <br />amount per household. <br /> <br /> Mr. Gary Schwaegerle inquired who has the water rights to the <br />two lakes at the southeast end of Pleasanton. <br /> <br /> Ms. Tracy replied that the San Francisco Water District has <br />those rights. <br /> <br /> Mr. Tarver pointed out that Council should take action <br />specific to some of the comments made. He suggested that a letter <br />be written to the Governor that the State has an emergency and that <br />the State should do something if the water supply will be cut by <br />90%. He added that Zone 7 should be petitioned to build wells to <br />augment the water supply and that the City should consider building <br />a $400,000 pump for the use of Pleasanton residents. <br /> <br /> - 33 - <br /> 3-19-91 <br /> <br /> <br />
