98 <br /> should be available before it goes through Growth Management. <br /> <br /> Mr. Don Temple, 6409 Alisal Street, inquired if the Bonde <br /> Ranch would be included in this year's Growth Management program. <br /> <br /> Mr. Mercer replied that it would if Council decides to amend <br /> the Growth Management deadline from April 1st to the first meeting <br /> in April. <br /> <br /> Mr. Swift stated that the Planning Commission has recommended <br /> approval of the Bonde Ranch project subject to the condition <br /> recommended by staff that the "F" Street area be modified to <br /> incorporate the changes recommended by the EIR. He added that the <br /> final design of the project would be considered by the Planning <br /> Commission at the tentative map stage. <br /> <br /> Mr. Temple stated that as one of the proponents of an overall <br /> plan for the traffic problem in the southeastern area, he would <br /> like to have a comprehensive approach to the entire area, since <br /> there appears to be nothing in General Plan which puts a corridor <br /> down through that area. He added that a Specific Plan study would <br /> just be another approach to look for further development in the <br /> entire area. He indicated his support for Currin's request. <br /> <br /> Ms. Mohr stated that the April 1st deadline was set to give <br /> the Growth Management Committee sufficient time to meet with the <br /> applicants and review the projects. She pointed out that a <br /> deadline needs to be established for the process to function <br /> effectively, whether it be April 1st or the first meeting in April. <br /> <br /> Mr. Tarver indicated that requests for exceptions happen every <br /> year and that Staff is always faced with an overload of projects <br /> just before the deadline. He added that developers are aware of <br /> the deadline and should be able to work through the project <br /> requirements before then. <br /> <br /> Mr. Mercer pointed out that not all delays are caused by <br /> developers; some are caused by Staff and the processes that the <br /> Council has generated, as well as by the Planning Commission and <br /> the Design Review Board. <br /> <br /> Mr. Butler agreed with Mr. Tarver that there will always be <br /> people up against the deadline, regardless of when it may be. He <br /> stated that he is not in favor of setting exceptions to deadlines <br /> and would prefer to have a deadline that the Council and staff can <br /> work with, whether it be April 1st or the first meeting of April. <br /> <br /> Ms. Scribner stated that she has no problem with setting the <br /> deadline for the first meeting in April but that it should apply to <br /> next year's Growth Management Program, since those concerned were <br /> <br /> - 28 - <br /> 3-19-91 <br /> <br /> <br />
