97 <br /> <br /> Mr. Mercer inquired how this would affect the San Francisco <br />property study, which was also proposed to be done after the <br />completion of the Ridgelands Committee study. <br /> <br /> Ms. Acosta replied that both studies can be done <br />simultaneously. <br /> <br /> Me Tarver commented that the entire area seems to be inter- <br />related and should therefore be studied as a whole rather than as <br />separate areas. He inquired how the area that the Specific Plan <br />proposal would incorporate would be determined. <br /> <br /> Mr. Swift replied that the entire area would be considered as <br />part of the study but that an actual Specific Plan would be done <br />only for the properties that are listed in the Staff Report. He <br />explained that other land use issues need to be addressed in the <br />area to the south, which the General Plan designates as open space, <br />if the area is to be studied in a comprehensive manner. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, to <br />direct staff to amend the current consultant proposal for the South <br />Pleasanton Feasibility Study and initiate work on the South <br />Pleasanton Specific Plan Study, following the completion of the <br />Ridgelands Committee. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 12b <br />Request to Consider Late Applications for the 1992 Growth <br />Manaqement Approval (SR 912103) <br /> <br /> Mr. Bill Monsen, representing Currin Development for the Oak <br />Tree Farm Project, stated that his staff has been working with the <br />City for the past 18 months but that because of a number of delays, <br />such as the geotechnical review and the Foothill Road Overlay <br />District, the project would not be ready by the Growth Management <br />deadline on April 1st. He indicated, however, that the project <br />would be ready by June, the time that Growth Management allocations <br />are made, and requested Council consideration for a late <br />application. <br /> <br /> Mr. Michael O'Rourke, 7753 Country Lane, indicated that as a <br />neighbor, he was not in favor of the request. He stated that the <br />Growth Management Ordinance was not intended to be managed by <br />exceptions and that all the plans and information on a project <br /> <br /> - 27 - <br /> 3-19-91 <br /> <br /> <br />
