93 <br /> <br /> Mr. Frank Brandes, 6889 Corte Sonada, stated that when Council <br />adopted the ability to regulate promotional events for small <br />shopping areas four times a year, Council was supporting the <br />endeavors of the small businesses to compete with the larger <br />shopping centers. He added that these promotional events have <br />given many small businesses and shopping centers the exposure they <br />need to be successful. He indicated that it is important to <br />realize that a grand opening takes place only for a short period of <br />time and that this shopping center's request for four promotional <br />events a year is in compliance with what other shopping centers are <br />doing. <br /> <br /> Mr. Henry Hatton, 3963 Fairlands Drive, owner of one of the <br />properties to the rear of Pleasant Village Center, stated that <br />Exhibit B, No. 9, of Measure X indicates that no balloons, banners, <br />implements or other attention getting advertising devices may be <br />utilized on the site at any time. He requested Council to deny the <br />applicants' request. <br /> <br /> Ms. Boehm pointed out that the grand opening, which would be <br />for only one afternoon and would be done with class and dignity, is <br />really for the benefit of the 20 small businesses in the area that <br />have formed an association in an effort to survive. <br /> <br /> There being no further testimony, Mar. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Butler inquired if periodic promotions other than grand <br />opening events are allowed under Measure X. <br /> <br /> Mr. Swift said no. <br /> <br /> Mr. Butler stated that Council would not be doing a good job <br />if, after approving the shopping center and encouraging small <br />businesses to establish themselves there, it makes it impossible <br />for them to promote their businesses. He commented that Mr. Hatton <br />was right in characterizing the one-day event as being outside the <br />spirit of Measure X; however, this objection should be weighed <br />against having healthy businesses in the area. He added that <br />periodic promotions would not affect the neighborhood since these <br />would take place within the shopping center and that both requests <br />are reasonable. <br /> <br /> Ms. Acosta pointed out to the Council that at the last Council <br />meeting, KKIQ requested that it be allowed to display its hot air <br />balloon for three days. She explained that the matter is not on <br />the Agenda because an ordinance is required for the change. She <br />indicated that Council could consider the request for this <br />temporary event. <br /> <br /> - 23 - <br /> 3-19-91 <br /> <br /> <br />
