92 <br /> <br /> Item 6d <br /> PUD-80-15-SD-3M, Pleasant Villaqe Center, Shell Oil, and Baker's <br /> Square Restaurant, Application for a Ma~or Modification to an <br /> Approved Planned Unit Development to Allow for the Use of Banners <br /> for Promotional and Grand Openinq Events at the Pleasant Villaqe <br /> Shoppinq Center, Located at 6700 Santa Rita Road (SR 91:96) <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application. <br /> <br /> Ms. Jean Boehm, 1002 Zinfandel, requested Council approval for <br /> an application to have a grand opening at the Trader Joe's and <br /> Pleasant Village shopping centers at the 1-580/Santa Rita Road. <br /> She stated that the small business owners in the centers formed an <br /> association and that the grand opening would call attention to <br /> these small businesses. She indicated that the proposal for the <br /> grand opening includes the display of a car in the parking lot for <br /> a period of ten days, and on the grand opening day, a display and <br /> drawings in front of each merchant's store, a balloon on top of the <br /> Shell Station, ribbon cutting at 1:00 p.m. and a band from <br /> 1:00 p.m. to 4:00 p.m. <br /> <br /> Ms. Scribner inquired if there would be a sign on the balloon. <br /> <br /> Ms. Boehm said yes. She stated that the balloon would show <br /> that both Pleasant Village Center and Trader Joe's are sponsoring <br /> the event. She added that there would be a banner that would <br /> advertise. the car drawing as well as the businesses that <br /> contributed funds to purchase the car. <br /> <br /> Mr. Tarver inquired if Council's approval of the proposed <br /> Conditions of Approval for the PUD and of the Temporary Conditional <br /> Use Permit Conditions, under Exhibits B and C of the Staff Report, <br /> would cover all the activities proposed for the grand opening. <br /> <br /> Mr. Swift replied that the applicants have not yet submitted <br /> a full application, which would include a site plan and other <br /> requirements. He stated that the Conditions would cover the <br /> highlights of what has been proposed and that the City has no <br /> prohibition against a band. <br /> <br /> Ms. Mohr inquired if the conditions for sidewalk displays <br /> within a shopping area are the same as those for public sidewalks <br /> such as the downtown area. <br /> <br /> Ms. Swift replied that sidewalk displays on private shopping <br /> areas are allowed four times a year, up to three days long.
