91 <br /> <br /> Ms. Mohr commented that when the construction of a potential <br />light rail System was discussed, a point was made that the Western <br />Pacific Railroad right-of-way was wide enough to accommodate more <br />than one track and that there was no need for the Southern Pacific <br />Railroad right-of-way for that system. <br /> <br /> Mr. Tarver indicated that Council should amend the General <br />Plan if Council believes that the transportation corridor should <br />not be there. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 91-38 be adopted, based on a review of an initial <br />environmental impact study done for this project and on a finding <br />that no significant environmental impact would occur as outlined in <br />the City's guidelines and on further finding that a negative <br />declaration is appropriate in connection with GP-91-1, the <br />application of Joseph Madden to amend the Land Use Element <br />designation of the General Plan from "Commercial and Offices" to <br />"High Density Residential" of an approximately six acre site, <br />located generally on the north side of Stanley Boulevard <br />approximately mid-way between Rachael Place and Valley Avenue on <br />the south side of the Western Pacific Railroad right-of-way. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was then moved by Mr. Butler, and seconded by Ms. Mohr, <br />that Resolution No. 91-39 be adopted, approving GP-91-1, the <br />application of Joseph Madden to amend the Land Use Element <br />designation of the General Plan from "Commercial and Offices" to <br />"High Density Residential" of an approximately six acre site, <br />located generally on the north side of Stanley Boulevard <br />approximately mid-way between Rachael Place and Valley Avenue on <br />the south side of the Western Pacific Railroad right-of-way, as set <br />forth in the Staff Report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> - 21 - <br /> 3-19-91 <br /> <br /> <br />
