60

BART Stations in Pleasanton

Mr. Mercer informed the Councilmembers that the Measure B
Committee approved $59.4 Million for BART to build the station at
Hacienda Business Park, with the balance to be used on the rest of
the line.

Mr. Tarver stated that Council has always indicated that it
wants two stations in the Valley and suggested that the City
continue to apply pressure to find a solution for two stations.

Mr. Mercer agreed.
10. MATTERS CONTINUED FOR DECISION

There were none.

11. REPORTS OF BOARDS AND COMMISSIONS

There were none.

12. REPORTS OF THE CITY MANAGER
Item 12a
Report on the Status of the Water Conservation Proqram (SR 91:81)

Mr. John Annear, 3499 Cumberland Gap Court, stated that a car
hit a water hydrant on Hopyard Road three weeks ago and that
nothing was done for at least 45 minutes to stop the water from
flowing. He added that the City could not afford to waster so much
water in view of the present water situation.

Mr. Mercer referred the matter to Mr. Elliott.

Mr. Elliott replied that he was not informed of the accident
and that in cases like this, the water should have been shut down
within 15 minutes.

Mr. Tarver commented that he found it very difficult to
understand how Zone 7 could assure the City during the past four
years that there would be no problem with the water supply until
the year 2010 and then tell the City this year that it has to cut
back its water consumption by 90%. He stated that the City should
seriously consider how to deal with the water situation and be
sensitive to the quality of life issues that were guaranteed the
residents of the Valley. He indicated that a message should be
sent to Zone 7 and to the State to find a way of getting the water
supply to Pleasanton if the City is to keep economically growing
and if Council is to continue making the decisions it has made over

- 10 -
3-5-91
