He pointed out <br />that widening Foothill Road would invite more vehicles to pass <br />through the area. <br /> <br /> Mr. Butler commented that while it is desirable to keep <br />Foothill Road completely rural, it must be noted that there are <br />many factors that make leaving the road as two lanes impractical. <br />He pointed out that Foothill Road is adjacent to a shopping center <br />and that Foothill High School has a great impact on traffic <br />requirements. Additionally, the area north of Stoneridge Drive is <br />no longer rural in character. He indicated that staff's <br />recommendation to provide two lanes with a turn lane and bike lanes <br />eliminates all safety problems while maintaining some rural <br />elements. <br /> <br /> Ms. Scribner indicated that she would not like to see any <br />change in the rural character of Foothill Road and that the <br />construction of concrete sidewalks, medians and curb and gutters <br />would urbanize the road. She added that Foothill Road could be <br />made safer by realigning it. <br /> <br /> Ms. Mohr agreed with Mr. Butler that keeping Foothill Road <br />rural is desirable but that the issue of safety should be <br />addressed, with Stoneridge Mall on one end of the road and Foothill <br />High School on the other. She stated that she would like to keep <br />the General Plan alignment that has been envisioned for the future <br />and that she was reluctant to make any changes that would preclude <br />a future Council from being able to respond to the demands of the <br />circumstances at that time. She indicated her support for Staff's <br />recommendation because it realistically addresses the safety issue <br />and retains the rural atmosphere to the extent possible. <br /> <br /> Mr. Tarver agreed with Mr. Butler and Ms. Mohr regarding the <br />alignment of Foothill Road. He stated that the numerous <br />developments on Foothill Road as well as the Foothill High School <br />present a tremendous safety issue that would be addressed by the <br />protective left turn lanes proposed by Staff. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Tarver, that <br />Resolution No. 91-23 be adopted, approving the following: (1) the <br />Foothill Road alignment/cross-sections plan as follows: (a) <br />Stoneridge Drive to Muirwood Drive South: right-of-way - General <br />Plan Option four-lane alignment/section; cross section - Interim <br />Option A (three lanes, permanent median location); (b) Muirwood <br />Drive South to Highland Oaks Drive: right-of-way - General Plan <br />Option four-lane alignment/section; cross-section - transition from <br />Interim Option A (three lanes) to interim two lanes (no median) at <br />Kliment property, then transition back to Interim Option A (three <br />lanes); (c) Highland Oaks Drive to Muirwood Drive South: right-of- <br /> <br /> - 7 - <br /> 2-19-91 <br /> <br /> <br />
