40 <br /> <br /> Mr. Swift explained that from Muirwood Drive North, the travel <br /> lane would include one southbound through lane and a left turn lane <br /> in the middle and one northbound lane, with bike lanes on each <br /> side. He added that as the road approaches the Kliment property, <br /> the median would be removed and the 12-14 feet wide turn lane would <br /> be reduced to about four feet, with the width of the travel lane <br /> remaining the same. The median and the left turn pocket would then <br /> be restored past the Kliment property. He indicated that these <br /> transitions meet Caltrans' standard requirements. <br /> <br /> Mr. Butler inquired if anything could be gained in terms of <br /> widening the road if the construction of the bike lanes takes into <br /> consideration that other bike riders prefer to ride on the <br /> travelled road surface. <br /> <br /> Mr. Swift replied that the only way to gain road width is by <br /> deleting the bike lane. He added that a disabled vehicle lane is <br /> required for a two-lane road, either by providing a shoulder <br /> without curbs and gutters, which would take more room than a six- <br /> foot bike lane, or by having occasional turn-out pockets along the <br /> road. <br /> <br /> Mr. Tarver inquired if there would be any advantage in terms <br /> of capital cost if a four-lane road were built at this time, but <br /> striped as the proposed three-lane alternative. <br /> <br /> Mr. Swift replied that a four lane road could be striped as a <br /> three-lane road with wider bike lanes. He noted that Council had <br /> conditioned projects, like the Garms Ranch property, to dedicate <br /> the right-of-way for a four-lane road, improve that portion of the <br /> road and contribute to the fund for widening the road. <br /> <br /> Mr. Tarver inquired how many driveways there were along the <br /> area where the road narrows to two lanes with no median or <br /> protective left turn lane. <br /> <br /> Mr. Swift replied that there are two driveways on the east <br /> side of the road, both of which would be removedby the development <br /> of the Bridgeman Hunt project. The project would also build the <br /> soundwalls as well as the curbs and gutters on the east side of the <br /> road. He continued that there are three driveways on the west side <br /> of the road, all of which would have the Hempys' frontage road as <br /> access point. <br /> <br /> Mr. Mercer stated that adding medians, curbs and gutters and <br /> a left-turn lane on Foothill Road would affect the rural atmosphere <br /> in the area. He added that he would prefer to keep two lanes on <br /> Foothill Road and address the safety issues by removing any <br /> <br /> - 6 - <br /> 2-19-91 <br /> <br /> <br />
