344 <br /> <br /> Ms. Mohr commented that based on the information that 500 ' <br /> letters from citizens have indicated that they wanted a park on the <br /> Ridgelands, the Council has been considering how Pleasanton could <br /> have a park up there. In this respect, 100% of Pleasanton's <br /> citizens stand to gain by opening that land up to public <br /> recreational use. <br /> <br /> Ms. Shelby Fleck, 5248 Ridgeville Way, Chair of the <br /> Agriculture Subcommittee, indicated that she would be happy to <br /> serve on the panel. <br /> <br /> Mr. David Glenn, 5650 Foothill Road, stated that the Steering <br /> Committee should be the group to study the issue. He pointed out <br /> that the Planning Commission and City Council found the Final <br /> Report to be inadequate; yet three of the four Subcommittee Chairs <br /> indicated that the Report was complete and needed no further study. <br /> And now these Subcommittee Chairs are being commissioned to <br /> critically examine the shortcomings of the Report. <br /> <br /> Ms. Terry Spraggins, 7024 Corte del Oro, agreed with <br /> Ms. Purnell ~hat the committee to study the plan should be the <br /> Steering Committee, since there were Steering Committee members in <br /> each of the subcommittees and to establish a balance on both sides <br /> of the issue. She added that before any committee is created, she <br /> would like to have the opportunity to have Staff clarify and add as <br /> much detail as necessary to the citizens' committee's proposal. <br /> She proposed that the final plan be ratified by the citizens' <br /> committee and reviewed over a 30-day period by the public agencies <br /> that would be affected by the plan, such as the Castro Valley <br /> School District and the agencies that would be responsible for <br /> services to that area. She indicated that the citizens' committee <br /> failed because the directives of the Steering Committee were not <br /> followed through and because its membership, unlike other <br /> Pleasanton citizens' committees in the past, included people from <br /> as far as Los Angeles and Reno who participated only to protect <br /> their financial interests. She stated that a park on the <br /> Ridgelands is the most important thing Pleasanton needs to have up <br /> there. <br /> <br /> Mr. Tarver asked Ms. Spraggins if a committee composed of the <br /> Steering Committee and the Chairs and Vice Chairs would be an <br /> acceptable arrangement. <br /> <br /> Ms. Spraggins said no. With respect to Ms. Mohr's statements <br /> regarding a park on the Ridgelands, she stated that the only <br /> problem with having an extensive park there is that the plan <br /> proposes the development of 2,600 units in the middle of <br /> Ridgelands, which would not be beneficial to the City in the way <br /> that a park would have a very positive influence on the quality of <br /> <br /> -6 - <br /> 7-30-91 <br /> <br /> <br />
