343 <br /> <br />environmental issues. <br /> <br /> Mr. Roush replied that the Planning Commission, the Council or <br />the panel could require an EIR and that its scope could be as broad <br />or as narrow as the requiring body wishes since there is no <br />statutory requirement for the matter. <br /> <br /> Ms. Peggy Purnell, 2472 Via de los Milagros, stated that a <br />committee consisting of the subcommittee Chairs, Vice Chairs and <br />Recorders would not be as motivated to improve the plan since many <br />of them have stated that they support the plan and do not feel the <br />need for further evaluation. She requested Council to reconvene <br />the Steering Committee rather than the committee of 12 because the <br />Steering Committee has a better mix of divergent views and <br />interests and has a real grasp of the situation. She added that <br />the Steering Committee could serve as the small core to which other <br />members could be added as necessary. <br /> <br /> Marijane Poulton, 24710 Palomares Road, commented that the <br />Ridgelands is a regional issue. She inquired if there would be an <br />opportunity to include community members, other than Pleasanton <br />residents, that the plan would affect. She further inquired if the <br />panel's meetings would be open to the public, and if so, would the <br />general public have the opportunity to voice their concerns or ask <br />questions. <br /> <br /> Mr. Mercer replied that neither committee proposed by the <br />Planning Commission and Ms. Scribner appears to include <br />non-Pleasanton residents. He continued that it is his <br />understanding that the process would give people the opportunity at <br />the end of each meeting, to speak on what has been discussed at <br />that meeting. <br /> <br /> Ms. Mohr stated that the meetings would be open to the public <br />so there would be opportunities for the public to follow the <br />process but not to vote. <br /> <br /> Ms. Jocelyn Combs, 4443 Second Street, representing EBRPD, <br />suggested that a representative of EBRPD be included in the <br />committee, other than as one of the preservationists, because of <br />the Park District's ongoing concern about the Ridgelands. She <br />added that this would represent a regional point of view while <br />keeping EBRPD in the loop. <br /> <br /> Ms. Mayvonne Garrity, 1870 Tangelwood Way, stated that the <br />composition of the committee should represent the actual percentage <br />of Pleasanton voters that stand to gain financially from the <br />development of the Ridgelands and the rest of Pleasanton voters <br />that represent the Pleasanton populace. <br /> <br /> -5 - <br /> 7-30-91 <br /> <br /> <br />
