284 <br /> <br /> Mr. Tarver asked staff if this modification is an exception <br /> because of the area or if it applies throughout the City. <br /> <br /> Mr. Swift replied that at the time the PUD was approved, Staff <br /> was having some difficulty enforcing the no-banner rule for <br /> temporary signs. He explained that the condition was written to <br /> emphasize that banners may not be displayed.
