REPORTS OF THE CITY MANAGER <br /> Item 12a <br />Summar~ of Alameda County General Plan Issue Paper 4: <br />Balanced Communities (SR 91:245) <br /> <br /> Mr. Mercer commented that the letter prepared by Staff for the <br />Alameda County Board of Supervisors had very valid points. <br /> <br /> Mr. Tarver proposed that the letter include a suggestion that <br />all the parties concerned meet to discuss solutions to the problems <br />such as affordable housing and jobs-housing balance, solid waste, <br />water, sharing revenues among cities, and regional government. He <br />stated that the County's General Plan should reflect and bring <br />together the General Plans of all the cities. <br /> <br /> Mr. Mercer agreed with Mr. Tarver. He indicated that he was <br />willing to meet with representatives of the County and the <br />different cities to discuss the topics mentioned in Issue Paper 4. <br />He then requested Staff to revise the letter accordingly. <br /> <br />Item 12b (Item 4u) <br />Reimbursement Aqreement for Oversizinq Kottinqer Ranch Water Tan~ <br />(SR 91:247) <br /> <br /> Ms. Rossi indicated that the original Staff Report was amended <br />to include a technical correction. She explained that the <br />Reimbursement Agreement calls for the City to pay Westbrook Housing <br />for the oversizing of the Kottinger Ranch water tank, and the City <br />would then be reimbursed in the future as development occurs. She <br />stated that the Water Expansion Fund, from which the payment would <br />be made, has a very low cash balance and that funds may have to be <br />advanced from the Water Operations and Maintenance Fund. The fund <br />would be repaid, with interest, as water connections occur and the <br />money is reimbursed. <br /> <br /> Mr. Tarver commented that it appears unusual that the City <br />should advance payment for development improvements. He stated <br />that a project normally pays for all improvements and is reimbursed <br />as other developments occur.
