273 Smokinq Ordinance Mr. Tarver requested Staff to prepare a report on the possibility of adopting a smoking ordinance similar to those of other jurisdictions specifically restricting access to cigarette vending machines by minors and prohibiting all smoking in restaurants. Funding for City Projects Mr. Tarver stated that because of the City's budget situation, there are no funds for the construction of some City projects such as a Community Center and a new City Hall. He requested Staff to look into ways in which the City can raise revenue to fund the construction of facilities that the community needs. Bay Vision 2020 Mr. Mercer requested Staff to prepare a report on the Sierra Club's position on Bay Vision 2020 for the next Council meeting. 9. CITY COUNCIL COMMITTEE REPORTS East Bay Division of the Leaque of California Cities Mr. Tarver indicated that the East Bay Division of the League of California Cities adopted the same resolution passed by the Council regarding limiting urban development to cities. He stated that the resolution received a lot of support, both from the League and from the Revenue and Taxation Policy Committee of the League. He added that there were discussions on the State's position on the distribution of city revenues and what actions the cities could take in this regard. 10.
