228 <br /> <br /> Item 8b <br /> City-Centered Urban Development (SR 91:218) <br /> <br /> Mr. Tarver stated that the attachment to the Staff Report <br /> (Option 2) addresses the Council's concern expressed at the last <br /> meeting regarding a policy position that is not based on the <br /> provision of infrastructure. It states that residents of <br /> unincorporated areas historically receive less than the level of <br /> service that city residents get and that the county should not <br /> create a special service district for the provision of public <br /> services for all areas located within the established city sphere <br /> of influence. <br /> <br /> Mr. Mercer stated that under Option 2, the county could still <br /> continue urban growth or create special service districts in <br /> unincorporated land because LAFCO could reduce a city's sphere-of- <br /> influence to that city's limit line. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Scribner, that <br /> Resolution No. 91-90 be adopted, limiting urban growth to cities, <br /> as set forth in the draft resolution originally attached to the <br /> Staff Report. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 8c <br /> Procedures for Appointments to Boards and Commissio~ (SR 91:222) <br /> <br /> Ms. Scribner stated that the Staff Report does not reflect <br /> what was proposed at the last Council meeting and that the attached <br /> resolution is not what the Council voted on at that meeting. She <br /> indicated that her recommendations then was that the Council, as a <br /> full body, would make the appointments in order to create a sense <br /> of unity among the Council, with respect to selecting the people <br /> who support the Council and review the issues that come before the <br /> Council. <br /> <br /> Mr. Butler indicated that he opposed the proposal at the last <br /> meeting not because he disagreed with that viewpoint but because at <br /> the time that having an elected mayor was being considered, it was <br /> made clear that appointments by the Mayor, rather than by the <br /> Council, would be one of the impacts of having an elected mayor. <br /> He stated that the citizens cf P!e~s~ntcn h~ve ~ .... ~ ~^~, <br /> to the mayor by voting to have an elected mayor. <br /> <br /> - 18 - <br /> 6-4-91 <br /> <br /> <br />
