229 <br /> <br /> Ms. Mohr stated that she supported having a directly-elected <br />mayor but requested to retain full Council interviews and <br />appointments, which was not approved. She indicated that she <br />missed the participation in the interview process, which gave her <br />the opportunity to meet the applicants and know the persons who <br />would be on the Commissions. She added that the proposal would <br />accomplish this purpose in addition to providing an option for a <br />subcommittee, since the full Council would not always be available <br />for the interviews. <br /> <br /> Mr. Tarver indicated that the proposed resolution should <br />clarify whether, after the interview of the applicants, the full <br />Council or subcommittee would recommend a candidate to the Mayor or <br />whether each Councilmember would communicate his/her choice to the <br />Mayor. <br /> <br /> Mr. Butler commented that Councilmembers have always had the <br />opportunity to look at the applicants' resumes, talk to the <br />candidates, and make a recommendation. <br /> <br /> Mr. Mercer stated that he has always tried to be fair in <br />making appointments and that on certain occasions, he has asked <br />subcommittees of interested Councilmembers to be involved in the <br />interview and appointment process. He added that he shares the <br />applications with the Councilmembers to get their input so that <br />whoever he appoints would be supported by the Council. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Tarver, that <br />Resolution No. 91-91 be adopted, establishing procedures for <br />appointments to City Boards and Commissions, as set forth in the <br />Staff Report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />9.
