He stated that while this process would not <br /> require all five Councilmembers to be present at all the <br /> interviews, it would still have the benefit of having more than one <br /> Councilmember involved in the interviews. <br /> <br /> Ms. Scribner inquired if it would be possible to state the <br /> policy in such a way that the entire Council would be involved in <br /> the selection process in some instances and a subcommittee in <br /> others. <br /> <br /> Ms. Acosta replied that Staff recommends full Council <br /> interviews but provides the opportunity for subcommittee <br /> interviews. <br /> <br /> Mr. MerCer pointed out that this issue was heavily debated <br /> during the time Council voted to have an elected mayor. He <br /> indicated that it has been his experience that the reason people <br /> want to be involved in the appointment process is because they do <br /> not want to appoint somebody or they want to appoint somebody else. <br /> He stated that he has tried to be objective in his selections and <br /> has sometimes appointed people he did not agree with politically or <br /> may have not liked personally, because it was the best thing to do <br /> for the City. <br /> <br /> Mr. Butler commented that when appointments are to be made, he <br /> has always received copies of the applicants' resumes and that he <br /> has given his recommendations to the Mayor. <br /> <br /> It was moved by Ms. Scribner, and seconded by Mr. Tarver, that <br /> Resolution No. 91-83 be adopted, (a) concerning the procedure by <br /> which members to a Commission or Board are interviewed and <br /> appointed: (1) advertisement of all vacancies on all Commissions <br /> and Boards for a minimum of thirty (30) days; (2) interview of all <br /> applicants by either the full Council or a Council subcommittee; <br /> (3) Councilmembers nominate candidates, followed by a vote on those <br /> candidates nominated; and (b) directing that the Staff prepare a <br /> resolution for further Council consideration setting forth in <br /> detail the procedures discussed by the Council. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Scribner, and Tarver <br /> NOES: Councilmember Butler and Mayor Mercer <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> - 28 - <br /> 5-21-91 <br /> <br /> <br />
